This happened before the siege of Jerusalem by the Romans (70 AD).
The Romans built their camp near the city when they were surprised by the sudden attack of the Jews.
The Romans weren't carrying weapons because they were building fortifications and couldn't face savage attack and sudden chaos and they started running from their positions.

In that moment, Titus, son of Emperor Vespasian, rallied his soldiers and counterattacked with his personal guard. Legionnaires worried about Titus safety, blaming each other, why they flee and joined to counterattack and pushed the Jews back into Jerusalem.
